ЗАПРОШЕННЯ ДО УЧАСТІ У ТЕНДЕРІ
«Капітальний ремонт системи опалення та встановлення ІТП в п’яти (5) школахта поліклініці №4»
Це Запрошення до участі у тендері слідує за Загальним оголошенням про закупки для цього проекту, яке було опубліковане на веб-сайті НЕФКО у розділі Оголошення про закупки (https://www.nefco.org/how_to_work/procurement_notices) 21 грудня 2017 року.
Управління капітального будівництва міськвиконкому надалі – «Замовник», має намір використати частину коштів гранту від фонду Е5Р* з Північною екологічною фінансовою корпорацією (НЕФКО) як Імплемунтуючою Агенцією, на оплату витрат по проекту на оплату витрат по проекту Підвищення енергоефективності об’єктів бюджетної сфери міста Івано-Франківська.
Замовник цим запрошує Підрядників подавати свої запечатані тендерні пропозиції для отримання такого контракту, що фінансуватиметься коштами гранту:
Капітальний ремонт системи опалення та встановлення ІТП в п’яти (5) школах та поліклініці №4, що включає в себе:
Роботи по капітальному ремонту системи опалення з встановленням ІТП у п’яти (5) школах та поліклініці №4 (надалі – Об’єкти) будуть виконуватись паралельно. Передбачована тривалість виконання контракту – 5 місяців. Також паралельно на даних об’єктах будуть виконуватися контракти по встановленню нових пластикових вікон дверей і по встановленню локальних СВ з рекуперацією (закуповуються згідно окремих тендерів).
Тендерна процедура та контракт регулюється відповідно до Правил Закупівлі НЕФКО, які слідують міжнародно визнаній практиці міжнародних фінансових організацій (МФО). Тендер є відкритим для компаній з будь-якої країни за умови, що така компанія не є невідповідною або забороненою до участі у тендері згідно із національного чи міжнародного права.
Щоби бути кваліфікованим для присудження контракту, Учасники тендеру повинні відповідати наступним мінімальним вимогам:
Тендерні документи можуть бути отримані безкоштовно на підставі письмового запиту Учасника, що направляється Замовнику, за адресою або електронною поштою (вкладенням в форматі pdf) вказаною нижче. Після отримання письмового запиту від потенційного Учасника, документи невідкладно направляються електронним шляхом в форматі pdf, однак буз будь-яких зобов’язань щодо їх не отримання або пізнього отримання.
Всі тендерні пропозиції мають подаватись із наданням Декларації про тендерне забезпечення.
Тендерні пропозиції повинні бути надіслані за адресою, вказаною нижче, до 12:00 за місцевим часом 13 вересня 2018 року в кабінет – 605. Розкриття тендерних пропозицій відбудеться за адресою, вказаною нижче, 13 вересня 2018 року о 13.00 в кабінеті – 602. До участі у процедурі розкриття тендерних пропозицій допускаються всі Учасники торгів або їх уповноважені представники, які виявлять бажання бути присутніми при відкритті.

*Східноєвропейське партнерство з питань енергоефективності та екології (E5P) – це багатосторонній донорський фонд у 180 млн євро, який управляється ЄБРР та призначений для сприяння інвестиціям в енергоефективність в Україні та інших країнах Східної Європи. Фонд був створений за ініціативою уряду Швеції під час її головування у Європейському Союзі у 2009 році. Фонд E5P доповнює кредити для підвищення енергоефективності, що надаються такими фінансовими установами, як Європейський банк реконструкції та розвитку, Європейський інвестиційний банк, німецький державний банк розвитку KfW, НЕФКО і Група Світового банку. INVITATION FOR TENDERS
Capital repair of the heating system with the installation of the IHS in five (5) schools and polyclinic No. 4
This Invitation for Tender follows the General Procurement Notice for this project which was published on the NEFCO website, Procurement Notices (https://www.nefco.org/how_to_work/procurement_notices) on December 21, 2017.
The Capital Construction Department of the City Administration of the Executive Committee (hereinafter referred to as “the Employer”), intends to use part of the proceeds of a grant from the E5P* with Nordic Environment Finance Corporation (NEFCO) as the Implementing Agency towards the cost of the project “Energy efficiency improvements in public buildings in the city of Ivano-Frankivsk”.
The Employer now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan:
Capital repair of the heating system with the installation of the IHS in five (5) schools and polyclinic No. 4, which includes:
- • Supply of Equipment – 6 (six) IHS with equipment;
• Works of installation of 6 (six) IHS in: general academic schools No. 13 (65, Halytska str.), No. 25 (13, No. 4 Serpnia str.), No. 8 (9, Kolomyyska str.), teaching and educational institution “Gymnasium school No. 3” (10, Hoholia str.), No. 22 (24, Ioana Pavla II str.) and polyclinic No. 4 (196a, Vovchynrtska str.),
• Works on partial repair of the heating system (partial replacement of heating devices and pipeline system, heating system balancing, etc.) for school No. 13 (65, Halytska str.), No. 25 (13, No. 4 Serpnia str.), No. 8 (9, Kolomyyska str.), teaching and educational institution “Gymnasium school No. 3” (10, Hoholia str.) and polyclinic No. 4 (196a, Vovchynrtska str.).
Capital repair of the heating system with the installation of IHS five (5) schools and polyclinic No. 4 (hereinafter - Objects) will be carried out in parallel. The expected duration of the contract implementation shall be 5 months. Also, contracts for the installation of new plastic doors, windows and the installation of local JI with recovery (purchased in accordance with separate tenders) shall be implemented on these objects in parallel.
The tendering procedure and the contract will be subject to NEFCO’s Procurement Guidelines, which follow internationally recognized practices applied by International Financial Institutions (IFIs). The tender is open to firms from any country, provided that the firm is not ineligible or prohibited from bidding under national or international law. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
a) the Tenderer, has the financial, technical and production capability and capacity necessary to perform the Contract, and Tenderer’s average annual revenue in the last 3 (three) years was at least 2 (two) times greater than price of his tender. In case of tender submitted by JVCA, the leading partner should demonstrate at least 50% compliance with the requirement;
b) the Tenderer (leader of JVCA) has satisfactorily supplied similar goods and services to other employers and completed at least 3 (three) similar contracts in the recent 3 (three) years and Tenderer has satisfactory completed contract (-s) in the recent 3 (three) years, which includes supply, installation and commissioning of at least 10 HIS in total;
c) the Tenderer is not bankrupt or under bankruptcy procedures according to the national legislation or regulations.
d) Availability of the authorized service organization, manufacturer of equipment, in Ukraine that has the equipment and will be able to perform the duties of maintenance, repair and provision of spare parts specified in the Contract and the Employer's requirements.
Tender documents may be obtained free of charge upon a written request of the Tenderer submitted to the Employer at the address or by e-mail (as attachment in PDF format) below. Upon receiving the written request from prospective Tenderer, the documents will be promptly dispatched electronically in PDF format, however, no liability can be accepted for their non-delivery or late delivery.
All tenders must be accompanied by a a tender-securing declaration.
Tenders shall be sent to the office at the address s specified below, before 12:00 according to the local time on September 13, 2018, to the room – 605. The disclosure of the tender bids shall happen at the office the address of which is specified below on September 13, 2018 at 13:00, in the room – 602. All Tenderers or their authorized representatives that would like to be present at the disclosure procedure are allowed to be present.

*The Eastern Europe Energy Efficiency and Environment Partnership (E5P) is a €180 million multi-donor fund managed by the EBRD and designed to promote energy efficiency investments in Ukraine and other eastern European countries. The fund was established under an initiative of the Swedish government during its presidency of the European Union (EU) in 2009. E5P complements energy efficiency loans provided by financial institutions including the European Bank for Reconstruction and Development, the European Investment Bank, KfW, NEFCO and the World Bank Group.
